The BICSI G3-2026, ICT Outside Plant Construction and Installation: Underground Pathways and Spaces, establishes standardized methods and best practices for the design, construction, and installation of underground information and communications technology (ICT) outside plant (OSP) infrastructure. It addresses the secure, reliable, and safe deployment of underground pathways and spaces that protect cabling and related equipment from environmental, mechanical, and human hazards. The standard is intended for use by OSP installers, designers, project managers, construction personnel, and authorities having jurisdiction (AHJs), providing both mandatory (“shall”) requirements and advisory (“should,” “may”) recommendations. Its guidance helps ensure that underground OSP facilities meet minimum performance and safety criteria across various jurisdictions and site conditions.
